COMMERCIAL PLAN REVIEW

Introduction:

Section 107.1 Ohio Building Code states that before a building or addition to a building is constructed or erected, and before a building is altered or relocated, or building equipment is installed, or there is a change of occupancy, or a resubmission of construction documents is required or received, construction documents relating to the work and equipment under consideration shall be prepared in conformity with Section 106 and be submitted to the building department for examination and approval.

Section 106.1 Ohio Building Code states that construction documents, statement of special inspections required, and other data shall be submitted with each application for approval.

Commercial Plan Review qualifications:

Any business owner who is planning a new construction, alteration, equipment installation, or change of occupancy is required to apply for a Commercial Plan Review.

Required supporting documents for Commercial Plan Review:

  1. Application for Commercial Plan Review
  2. 4 sets of construction documents that are stamped by an architect who is licensed by the State of Ohio for new construction or 3 sets of construction documents that are stamped by an architect who is licensed by the State of Ohio for existing structures.
  3. Payment for plan review deposit:

$300.00 deposit
$9.00 state surcharge
$309.00 Total

Three ways to apply for a Commercial Plan Review:

  1. Submit application through online portal from www.elevatebuildings.com and submit construction documents in person to Elevate Building Solutions, LLC, located at 440 Pennsylvania Avenue, Salem, OH 44460. (We are located inside the SOD Center)
  2. Download PDF copy of Plan Review application from elevatebuildings.com, email completed application to ptech@elevatebuildings.com, and submit construction documents in person to Elevate Building Solutions, LLC, located at 440 Pennsylvania Avenue, Salem, OH 44460. (We are located inside the SOD Center)
  3. Apply in person at Elevate Building Solutions, LLC, located at 440 Pennsylvania Avenue, Salem, OH 44460.

 

Commercial Plan Review Procedures:

  • Once plan review application, supporting documents, and plan review deposit have been received, Elevate Building Solutions, LLC will distribute construction documents to the Master Plans Examiner, the Fire Official, and the City Engineer for review for code compliance.
  • Once plans have been reviewed by all parties, Elevate Building Solutions, LLC. will notify you of the results.
    • The Master Plans Examiner has a maximum of fourteen (14) business days to complete the examination.
    • The Fire Official and the City Engineer will complete their examinations in a timely manner as well.
  • Once all approvals are received, the building official will issue a Certificate of Plan Approval and you will be notified.
  • The following will then be available to pick up from Elevate Building Solutions:
    • Certificate of Plan Approval
    • Job-Site copy of plans to be kept on the jobsite at all times during construction.
    • Copies of all notes and correspondence from all parties.
BUILDING PERMITS

Introduction:

Section 105.1 Ohio Building Code states that any owner or owner’s representative who intends to construct, enlarge, alter, repair, move, or change the occupancy of a building or structure, or portion thereof, or to erect, install, enlarge, alter, repair, remove, convert or replace any electrical, gas, mechanical, plumbing system, other building service equipment, or piping system the installation of which is regulated by this code, or to cause any such work to be done, shall first make application to the building official and obtain the required approval.

Building Permit Qualifications:

Any new commercial construction, addition, alteration, repair, installation, or replacement is required to apply for a building permit.  NOTE: a plan review may be required before any building permits can be issued.  Any new or replacement windows, signs, roofs, siding, fences, awnings, decks, stairways, electrical, plumbing, heating and/or cooling unit installations, etc… are subject to the permitting process.

Required Supporting Documents for Building Permits:

  1. Completed Building Permit application.
  2. All specifications and schedules specific to the type of work being done.
  3. Payment of permit fees to be determined as follows:
  • Permit fees shall be calculated using Elevate Building Solutions, LLC. fee schedule.
    • A $75.00 processing fee, base fee, any additional fees per scope of work, and a 3% State of Ohio surcharge will be calculated for each scope of work.

Three ways to apply for a Building Permit:

  3. Apply in person at Elevate Building Solutions, LLC, located at 440 Pennsylvania Avenue, Salem, OH 44460.

Building Permit Issuance Procedure:

  • Contractors must apply for and receive Zoning Permit through their respective city before any building permit can be issued.
  • Contractors must be registered to work in Salem, and contractors who are working in Columbiana are required to show proof of state licensure and insurance to Elevate Building Solutions, LLC. before any building permit can be issued.
  • Once the Building Permit application is received and all fees are submitted, Elevate Building Solutions will issue the Building Permit, a window placard and a list of required inspections.
    • The building permit must be present at the job site and the window placard must be posted in plain view on the building until construction is completed and all inspections have been passed.
  • Contractors must call Elevate Building Solutions, LLC. At 330-537-1536 to schedule all inspections.
    • Inspections will be conducted M-W-F between 9:30 and 1:30.
    • 48-hour notice is requested for all inspections.
  • Once all work has been completed and the final inspection has been passed, the building official will close out the permit.
CHANGE OF USE

Introduction:

It is highly recommended to consult with the building official prior to purchasing or leasing a building or tenant space.

Section 202 Ohio Building Code defines Change of Occupancy as: “A change in the purpose or level of activity within a structure that involves a change in application of the requirements of the code.  Such a change could be to an entire building or a portion of the building.  A change of occupancy shall include any change of occupancy classification, any change from one group to another group within an occupancy classification, any change of use within a group for a specific occupancy classification or any change that causes an increase in risk”.

Section 107.1 Ohio Building Code states: “Before a building or an addition to a building is altered or relocated, or building equipment is installed, or there is such a change of occupancy, or a resubmission of construction documents is required or received, construction documents relating to the work and equipment under consideration shall be prepared in conformity with section 106 and be submitted to the building department for examination and approval”.

Change of Occupancy qualifications:

Any new business that is occupying an existing building in which the intended use is different than the previous use is required to apply for a change of occupancy to verify that the new use complies with the Ohio Building Code.

Required supporting documents for change of occupancy:

  1. Application Form:

Complete and submit the Elevate Building Solutions Application for Plan Approval.

  1. Three (3) Sets of construction drawings sealed by an Ohio registered design architect.

Drawings shall show, at a minimum, the existing and proposed use group designations, construction type, existing floor plan with new room names, occupant loads, required means of egress components, existing electrical panel and load information for the new use group, existing mechanical system and equipment, existing plumbing fixtures, and existing fire protection systems, and alteration details for each scope of work in the building.

  1. Payment for plan review deposit:

$300.00 deposit

    $9.00 state surcharge

$309.00 Total

Plan review fees shall be calculated using Elevate Building Solutions hourly rate.  The deposit is an estimate for the average time of services.  Actual cost will be determined by the actual length of time for plan review.  Any additional charges will be billed upon completion of the plan review.

Please note that once the plan review process is completed, the building official may determine that alterations are required to bring the existing building components up to the current code requirements.

  1.   2. Apply in person at Elevate Building Solutions, LLC, located at 440 Pennsylvania Avenue, Salem, OH 44460.

Change of use, permitting, inspection, and certificate of occupancy issuance procedures:

  • Once plan review application, supporting documents, and plan review deposit have been received, Elevate Building Solutions, LLC will distribute construction documents to the master plans examiner and the fire official for review for code compliance.
  • Once plans have been reviewed by the master plans examiner and the fire official, Elevate Building Solutions, LLC. will notify you of the results.
  • Once plans have been approved, contractors may apply for Zoning permit through their respective city. Contractors must be registered to work in Salem, and contractors who are working in Columbiana are required to show proof of state licensure and insurance to Elevate Building Solutions, LLC.
  • Once Zoning permit is issued, contractors may apply for building permits at Elevate Building Solutions and then begin work. Each scope of work (windows, HVAC, electrical, etc…) requires a separate permit.
  • Contractors are required to call Elevate Building Solutions, LLC at 330-537-1536 to schedule inspections for each scope of work.
  • Once all work is completed, the building owner/tenant is required to schedule a Certificate of Occupancy inspection. The cost of this inspection is as follows:

$150.00 C. of O. safety Inspection

    $4.50 State of Ohio surcharge

$154.50 Total

  • Once C. of O. inspection is conducted and passed, a certificate of occupancy will be issued. You will be notified, and you can pick up the certificate of use and occupancy at Elevate Building Solutions, LLC, or it can be emailed to you upon request.

 

 

CERTIFICATE OF OCCUPANCY

Introduction:

Section 111.1 Ohio Building Code states that no building or structure, in whole or in part, shall be used or occupied until the building official has issued an approval in the form of a certificate of occupancy.  The certificate of occupancy shall indicate the conditions under which the building shall be used.  The building owner shall only use the structure in compliance with the certificate of occupancy and any stated conditions.  The structure and all approved building service equipment shall be maintained in accordance with the approval.  When a building or structure is entitled thereto, the building official shall issue a certificate of occupancy provided there are not violations of law or orders of the building official pending or as permitted in this section.

Please note that when an application for plan approval for a new building construction, alteration, addition, or change of occupancy is filed, a certificate of use and occupancy will be issued automatically at the completion of all required inspections in accordance with section 109 Ohio Building Code. The permit applicant does not need to submit this application form

 Certificate of Occupancy qualifications:

The certificate of use and occupancy can be obtained for the following occupancy types:

  • EXISTING BUILDING CERTIFICATE OF OCCUPANCY: According to the Ohio Building Code Section 111.4, the owner of an existing building may request the issuance of a Certificate of Use and Occupancy. Upon written request from the owner, the building official shall issue a certificate of occupancy, provided there are not violations of law or orders of the building official pending, and it is established after inspection and investigation that the alleged occupancy of the building or structure has heretofore existed.
  • TIME-LIMITED CERTIFICATE OF OCCUPANCY: According to the Ohio Building Code Section 111.1.1.4, a time-limited Certificate of Occupancy can be issued for a building or structure changed in part from one occupancy to another for a limited time period. The building official may stipulate any special conditions under which the building may be occupied for the specified time.

Required supporting documents for each type of certificate of occupancy:

  •  EXISTING BUILDING OCCUPANCY:
  1. Completed application for Certificate of Occupancy.
  2. Payment for Application Fees.
  3. A copy of the floor plans for the building showing all exits, room name, occupant load, and dimension of each room.
  4. For a Day Care Center in an existing building application, include a floor plan drawn on a minimum 8 ½ X 11 sheet of paper for each floor that indicates the following:
    1. Room name and dimension of each room.
    2. Number and age of children in each room.
    3. If there are dividers of any kind within the room, indicate type and height.
    4. Location and width of all exit doors w/ exit signs indicated on the drawings.
    5. If rooms have doors directly to the outside, indicate whether there are steps and/or ramps outside of the exit doors.
    6. Indicate location and number of toilet fixtures.
  • TIME-LIMITED OCCUPANCY:
  1. Completed application for certificate of occupancy.
  2. Payment for application fees.
  3. A copy of the floor plans for the building showing all exits, room name, dimension, and occupant load of each room.

3 ways to apply for this certificate of occupancy:

  1. Apply online through iWorQ portal at: elevatebuildings.com and upload all required supporting documents.
  2. Download PDF copy of application from elevatebuildings.com Email completed application and all required supporting documents to ptech@elevatebuildings.com.
  3. Apply in person at Elevate Building Solutions, LLC. Located at 440 Pennsylvania Avenue, Salem, OH 44460 (located inside the SOD Center).

Inspection and certificate issuance procedures:

  • Once a completed application and the required supporting documents have been received, your application will be processed, and an invoice will be emailed. Payment of cash (exact change only), check, or credit card can be submitted in person at Elevate Building Solutions, 440 Pennsylvania Avenue, Salem, OH 44460 (located inside the SOD Center). Checks are accepted by mail, as well.
  • Once payment has been received, the permit technician will contact you to schedule your Certificate of Occupancy Safety Inspection. This inspection will be conducted by the Building Official and the Fire Inspector.
  • Once of O. inspection is conducted and passed, a certificate of use and occupancy will be issued.  You will be notified, and you can pick up the certificate of use and occupancy at Elevate Building Solutions, LLC., or it can be emailed to you upon request.

* Applicant is required to address any code violations and call Elevate Building Solutions at 330-537-1536 to schedule another safety inspection after all work has been completed. An additional inspection fee of $154.50 will be incurred.

Preliminary plan reviews and consultations with the Building Official are strongly recommended before any new commercial construction or before purchasing or leasing an existing building.

INSPECTIONS

Introduction:

Section 108.1 Ohio Building Code states that construction or work for which an approval is required shall be subject to inspection. It shall be the duty of the owner or the owner’s representative to notify the building department when work is ready for inspection. Access to and means for inspection of such work shall be provided for any inspections that are required by this code.
It shall be the duty of the owner, or the owner’s representative, to cause the work to remain accessible and exposed for inspection purposes.
Note: For inspections involving a second story or higher, a lift must be provided for the inspector.
Section 108.2 Ohio Building Code states that the building official shall provide to the owner, or the owner’s representative, a list of all required inspections for each project. The building official, upon notification from the owner or the owner’s representative that the work is ready for inspection, shall cause the inspections set forth in the required inspection list to be made by an appropriately certified inspector in accordance with the approved construction documents.

Inspection Qualifications:

All construction for which a building permit has been obtained is subject to inspection. Inspections are required for Certificate of Occupancy and Change of Use applications as well.

Types of Inspections:

  • Building Permit: footer before pour & final, foundation, concrete before pour & final, framing before cover & after mechanicals, insulation before cover, windows final, doors final, general building final
  • Mechanical Permit: furnace final, ductwork rough and final, HVAC final, water tank final
  • Electrical Permit: underground before cover, rough before cover, final
  • Plumbing: underground before cover, rough before cover, air test before cover, final, water temperature check final
    Note: plumbing inspections are done through the Columbiana County Health Department
  • Fire Alarm Permit: rough before cover and final with Fire Department
  • Fire Suppression Permit: fire suppression rough and finals with Fire Department
  • Certificate of Occupancy
  • Change of Use
  • Other Inspections and Special Inspections

  • Call Elevate Building Solutions at 330-537-1536 to schedule inspections.
  • Inspection times are M-W-F between 10:30 a.m. and 2:30 p.m.
  • 24-hour advanced notice is required.

The Process

  • Consult with City Managers (Columbiana) or SOD Center (Salem) to Determine Feasibility
  • CITY OF SALEM: Obtain Zoning Approval and Register Contractor at your City Zoning Department
    CITY OF COLUMBIANA: Obtain Zoning Approval and Submit a Copy of State Contractor License and Declaration Page of Insurance Policy to Elevate Building Solutions, LLC
  • Submit 4 copies of plans and completed Non-Residential Plan Approval Application to Elevate Building Solutions, LLC (A $309 Plan Review Deposit is Required)
  • Building Official will distribute plans to Fire Official, City Engineer, and Plans Examiner
  • A Certificate of Plan Approval will be granted by the Certified Building Official
  • Submit Completed Permit Application to Elevated Building Solutions LLC & Pay All Fees
  • Permit, Window Placard and A List of Required Inspections will be Issued
  • Contractor Completes Work
  • Contractor Contacts Elevate Building Solutions, LLC to Schedule Inspections
  • Inspections Conducted by Certified Building Inspector
  • Approval by Fire Official
